Clipper is
a unified Intake, Enrollment, and Eligibility system. This system will
ensure that the The system utilizes the newest Microsoft '.NET' technologies and is designed to be an interoperable system which can be integrated into other 3rd party products in a seamless manner. This system has been customer-designed to meet the needs of the Michigan PHIPs, the requirements of the MDCH criteria for specialty mental health services, and has incorporated The Standards Group access center guidelines. There are several key features of the Clipper system that make it a natural fit to all PHIPs.
The elimination of eligibility management between application is possible. Clipper is a work flow independent system. Each organization has the ability to utilize the system in a way that best suits their local needs while allowing intake staff to flow with the member's conversation instead of following the software product mandated flow through the screens. Clipper utilizes simple and effective visual cues for identifying requirements on each data collection screen. Missing and incorrect elements that conflict with the business rules are also easily identifiable by a simple glance at the tree-view section of the screen. The user interface utilizes the latest object-orientated components that provide a very robust experience for the staff that use the system. The "tool-box" approach for applying clinical criteria is a dynamic methodology that allows for maximum flexibility in determining what clinical assessment standards were applied to the intake process. The key to Clipper's flexibility is that the business rules are imbedded in a N-Tier layer instead of the computer screen that the user accesses. This design strategy permits other types of devices and user interfaces to be employed without a loss of data integrity. There is no telling what the future may hold, but for the first time, the PHIPs can have a consistently maintained eligibility management system regardless of what other applications are utilized for claims, billing, authorization management, etc. Clipper was designed to do the one thing that most software applications do not do; Clipper was designed to work together with other applications. This approach allows businesses to take a 'best in breed' approach to their information management. |
